Government officials propose a 13.5 billion dollar war budget for the current fiscal year, funded mainly by Liberty bonds and taxes. The plan covers army and naval needs, including arms, ammunition, hospitals, training, and fortifications, with detailed allocations across departments and programs.
Congress reconvened to formalities as President Wilson prepares to outline wartime measures for fiscal year 1919. Officials estimate over 13 billion dollars needed, framing the task of mobilizing the United States for the war. Leaders show resolve to support the administration and pursue the victory through bipartisan efforts.
The state rested its case in the Gaston B. Means murder trial at Concord North Carolina after reading letters and papers alleged to show duplicity with Mrs Mauge A King. The main item is 6.6 billion for the army, with pay for 1.5 million soldiers and staff increases, while fortifications rise to 3.33 billion and the navy to about 1.64 billion.
British forces under General Byng regain ground near Cambrai as German assaults widen. Despite heavy losses on both sides, the British repel major thrusts around Masnieres and Bourlon wood while American engineers aid rail construction and endure shelling near Gouzencourt.
