Washington Aug. 23 The Senate considers war tax measures with Senator La Follette pushing a higher rate plan. Senator Vardaman admits war opposition but says he would go to the front if possible, while Chairman Simmons argues against targeting excess incomes and defends the administration’s tax direction. The proposal would raise annual revenue by about 700 million dollars beyond current law, with a 44 percent net income tax increase and 25 percent share from incomes under 20 000 dollars under the substitute.
As the extraordinary national council opens in Moscow, rival groups steer toward a clash between the cabinet backed by the Socialist left and the bourgeoisie led by constitutional democrats. Delegates arrive including Rodzianko and Milukoff as tensions rise over a possible military dictatorship and cabinet reconstruction.
The week ended August 1 saw five steamships of 1600 tons or more sunk by mines or submarines, with four smaller vessels lost and no fishing ships. The Standard Oil tanker Campana, attacked by a German submarine on August 6, surrendered after a four hour fight. Captain and five navy gunners were captured. 180 rounds fired exhausted ammunition. J H Bruce, third mate, with 40 crewmen and 8 gunners survived arrival in port aboard a French steamship. The engagement occurred at long range as the U boat fired 400 shots with two hits.

London reports General Maurice of the war intelligence office says Entente forces on the western front have taken 25 000 prisoners in the last three days and 32 500 since July 31. He predicts August could push total beyond 40 000, outpacing German claims in Russia.

Warsaw August 23 The tobacco market opened with record breaking sales and prices. About 250000 pounds were sold at two warehouses at an average of 32 1 2 cents per pound. Both warehouses could not absorb all tobacco offered on opening day.
Indications from the War Department show the 41st National Guard, drawn from Washington Oregon Montana Idaho and Wyoming, to be sent to Camp Greene Charlotte for training. Camp Fremont California has been abandoned over sewage concerns. The New England 26th Division is slated for duty in France while the 41st heads east. Authorities note San Francisco dealt with latrine standards in the past.
Wartime dispatches detail Italian and Austrian losses near the Isonzo front reaching about 30 000 in two days while Italy pressures Verdun and Aisne fronts. French gains north of Verdun cited with continued German actions on Riga and northern Russian fronts as official counts cite ships submarines and artillery losses.
The British steamer Guy of Lahore with 53 crew and a $2 million cargo struck on four rocks off New England in fog yesterday. Some forward compartments were damaged causing a leak but no cargo damage is known until unloading begins. The ship will be dry docked after discharging.
In New York on August 23 J P Morgan Company acting for the government announced the sale of 16 million dollars of British treasury bills at a discount rate around 5 14 percent. Banks were told to weekly search these bills no more than a day’s offering up to 166 million dollars. Proceeds will pay British government bank loans incurred for supplies.
