An American mission to Russia travels to Washington to meet the President and discuss ongoing diplomatic efforts. The delegation aims to strengthen bilateral ties and outline upcoming engagement opportunities.
Charles Edward Russell and a U S mission returned to Washington after three months in Petrograd with hopes that Russia will aid in defeating Germany. General Scott will report to Baker as Root and Russell urge united American front and continued war effort. The party expects partial disclosure today with full findings to follow.
From Atlantic Port August 8 the Associated Press reports Gilbert L. Robinson describingLisbon unrest on July 11. Troops were deployed after wage hikes and strikes threatened upheaval. many soldiers and civilians were killed by bombs and fighting as rioters attacked the walls and the backbone of the uprising.
Homert Spence, a Working Class Union organizer linked to the Oklahoma uprising against the selective draft, was arrested in Seminole County under a Federal indictment charging conspiracy to obstruct operation of the Conscription Act. He was released on $5,000 bail.
Reports from Pineville Kentucky indicate a rapid growth in a miners strike across southeastern Kentucky and northeastern Tennessee. District 19 United Mine Workers of America voted to strike and up to 25 000 miners may walk out by Saturday night. Some operators threaten plant shutdowns rather than recognize the union.
Kansas City Missouri and Kansas City Kansas faced a partial tie up of street car lines today after employees struck to gain the right to organize and demand reinstatement of several discharged workers.
British raided near Lombaertzyde and captured prisoners with a machine gun. German reports cite intensified artillery fire along Ypres sector and renewed clashes on the Flanders front as well as Aisne battles with repulsed Crown Prince offensives. Washington August 8 The Treasury's offer of 300 million dollars in certificates of indebtedness maturing November 15, the first financing under the projected second offering of Liberty bonds, was largely over subscribed when subscriptions closed at 3 p m yesterday.

Howard Stinson an aviator instructor at Langley field school of aviation yesterday established a new world record for consecutive loops. From 4000 feet he looped 32 times in rapid succession with Mrs Robin Grey of Norfolk as passenger. No mishap occurred and the craft landed safely on the field. Army officers and spectators witnessed the feat.
President Wilson designated Chief Justice Covington of the District of Columbia Supreme Court to personally investigate the I W W agitation and Western labor troubles. Covington conferred with the President and Secretary Wilson before beginning his task.
Secretary Daniels announced construction of a Philadelphia League Island Navy Yard plant to cost about 1 million dollars and finish in 100 days. The facility will employ 2,000 workers and produce up to 1,000 small planes yearly.
Former President William H. Taft showed improvement after a sudden illness in Clay Center Utah on Monday night. Physicians advised he stay in his room for another day and he is expected to depart for Lincoln Nebraska the following day after delivering a speech.

A German seaplane stopped a Dutch fishing boat near Westkapelle. One German crewman boarded and ordered the vessel to Zeebrugge. Within territorial waters a Dutch patrol ship intercepted the boat and escorted it to Flushing where the German airmen were interned.
Dublin Aug 8 The Irish Home Rule convention re assembled after adjournment on July 26 with a more sanguine feeling that the conference will yield good results. The Associated Press reports renewed activity and optimism as delegates return to discuss home rule measures.
Richmond Va Aug 8 With further district tallies Davis increased his lead over Ellyson and Pollard for the Democratic nomination. Davis expected to win by 5000 to 10000 votes. Ellyson and Pollard trailed as anti saloon leaders eyed prohibition stance. Davis opposed the constitutional prohibition amendment while polls suggested the dry vote split between Pollard and Ellyson.
Cleveland federal agents today investigated reports that thousands of dollars are being sent from Cleveland to Germany each month through neutral Swiss channels. Officials want to see what this money is reaching in Germany and what it funds.
A donor contributes 25 100 and six months toward the imperial treasury for the purchase of munitions in Canada, supporting wartime needs and defense funding.
