The British fight to smash the Kaiser may seek peace as a historic Senate and House showdown concludes with a victory for the President at a late hour last night.
United Press reports Congress approved a draft army bill after a tense session. Votes: House 397 to 24, Senate 81 to 8. Differences to be settled in joint conference, with Roosevelt division provisions retained by the Senate. President Wilson expected to sign once conferencing concludes.
North Carolina congressmen Weaver Godwin Small Stedman Webb and Robinson voted for the selective draft in the House. Poll Hood and Doughton opposed it, preferring a volunteer plan to raise 5,000,000 men before conscription. Senator Simmons Overman supported the bill in the Senate.
Copenhagen reports indicate Germany aims for a separate peace with Russia or a general peace on new terms. Austria and Germany sketch concessions while Russia and Turkey face turmoil. Food shortages and mutinous morale weaken Germany as Allied forces push in the Franco-British front. Diplomatic sources doubt submarine warfare will starve England with American aid ready to counter. A conference at the capital considers a gigantic international effort.
United States moves to the forefront of the European conflict as war planners outline vast American aid. The Pan American shift grows with Brazil and Argentina severing ties with Germany and Guatemala offering resources for a potential Allied war effort.

Washington April 28 The War Department announced that the first half million men would be called to the colors about September 1 next if Congress authorizes a selective conscription statute. Age limits 21 to 27 in Senate, 21 to 40 in House. About 7 000 000 to register. 600 000 to 800 000 drawn by jury wheel. ~500 000 trained. Enfield rifles and two new field pieces to be provided.
Josephus Daniels Jr., son of the Secretary of the Navy, enlisted as a private in the Marine Corps rather than accepting a commission. He was classified private, class four, and will report to the Philadelphia training station. A slight visual defect was waived.
