Washington April 14 A flood of amendments to the war venue bill delayed the final vote this afternoon as representatives argued over funding to aid the Allies. Debates centered on a $100 million loan to France and other measures about income taxes and neutrality.
Thomas J. Boynton former Massachusetts attorney general was appointed receiver of the Supreme Council of the Royal Arcanum by Federal Judge Aldrich. The action follows allegations of mismanaged funds including a $3.8 million reserve and a $1.5 million death benefit cashout, with a two year wind up planned.
Charles Worlein of Chicago arrived from Berlin reports no abuse of Americans in the German capital and notes that enemy aliens are not required to report daily. He is the second American to leave Germany since wartime declaration and received permission after a delay.
John G. Johnson of Philadelphia, renowned lawyer, dies at his home from heart disease. The Berlin office issues an official note denying any illness of the Emperor amid circulating reports.

Erwin F. Grossman of Wilmington North Carolina an architec t with the Atlantic Coast Line railroad was arrested as an alien enemy threatening U S security U S Marshal John J Mitchell announced He had maps of the Boston harbor and a pencil ney in his possession He claimed the maps were to publish as guides to shortest routes between points in involved areas and were blocked out in German military style He is 49 a former German army lieutenant who had lived in Wilmington and came to visit his wife in Hyde Park.
Grossman has lived in Wilmington for years. He earlier worked for H. E. K. Bonitz and, at arrest time, with the Atlantic Coast Line. He reportedly obtained a vacation to Massachusetts which was later extended.
Representative Clarence B. Miller of Minnesota reading alleged unpublished Zimmermann note extracts stunned the House. The State Department disputes the extracts claiming they were not authentic as Germany allegedly sought submarine bases in Mexico and ordered German reservists in the United States to proceed to Mexico for an attack along the border in wartime.
Washington April 14. War Department plans aim to raise enlisted strength to 2,000,000 within a year with officers chosen after stringent mental and physical exams. Civil life may supply second lieutenants and enlistees for the flying and signal corps, with Navy and Marine Corps also using exams. Examinations are detailed, ages 21 to 27 for Army, 18 to 24 for aviation, May 15 for the Navy, July 10 for the Marine Corps, and reservations rely on experience and training.
The Bolivian government notes to the German minister announce the severance of diplomatic relations over German submarine attacks on neutral vessels. It recalls the sinking of the Tubantia and grants passports to the Bolivian envoy and delegation. Copenhagen reports a Danish Socialist press correspondent says unofficial negotiations between Russian and German Socialists are resumed and predicting peace within two and a half months. He claims Germany would restore Belgium and Serbia, evacuate France, and broker Dardanelles navigation with Russia, with England as the obstacle.
British forces press the attack along the Arras front and Lens area, breaking more German defenses and capturing prisoners and artillery. Haig reports 13,000+ prisoners total with 8 inch howitzers seized as German lines retreat toward Cambrai and St Quentin. The campaign unsettles German public as Paris and London confirm progress.
Vienna dispatch reports the Austrian parliament will be summoned to meet in mid May. German papers say Philip Scheidemann, leader of the majority Socialists, travels to Stockholm with Addler Erzberger and Haase on special passports. They are believed bound for Petrograd to meet Russian envoys.
American schooner Edwin R. Hunt of New York with eight crew was shelled by a submarine near Cape Gata Spain in the Mediterranean on April 7. The crew abandoned ship under fire. all were saved and brought to Almeria by the Danish schooner Konso.
