Travelers claim German influence funds military leaders and plan invasions of border states after U S entry, with aims to ignite revolts in Guatemala and burn Tampico oil wells. General Klaus recruiting 300 Germans, now in Guadalajara. Sixteen generals allied with Obregon reportedly pressed Carranza to withdraw support. Germany allegedly promises aid if alliance succeeds, targeting Texas Arizona New Mexico and British Honduras, threatening Yucatan.

German headquarters reports renewed fighting south of Arras toward Cambrai and along both banks of the Somme west of St Quentin with British troops losing ground except where German resistance collapsed. Simultaneously Russian forces assault German positions on the Romanian frontier heights near the Oituse valley, meeting strong German fire and close combat.
British and French forces press toward St Quentin as two rail lines fall to allies and a night supply lane remains critical. Haig drives a 30 mile northern advance while French activity concentrates east of Soissons and a Craonne plateau breakthrough threatens Nivelle. Turko-British theater holds and Mesopotamia shows allied consolidation ahead of further moves.
Washington April 2 The War Department called National Guard units into Federal service for police purposes. The Second West Virginia Infantry Fourth Virginia Battery and the Virginia Coast Artillery units will join forces already employed for police protection.
