Caton makes plea for Babcock plan at courthouse
Professor Thomas J. Caton of Minneapolis urged support for Amendment No. 1 the Babcock Road plan at the courthouse. He argued the current constitution forces county road funding but the amendment would have the state take over 7000 miles of state roads, spreading costs and enabling rural counties to maintain roads with state aid. He cautioned that failure would leave counties to fund bonds via local taxes and noted the plan targets heavy-traffic roads for state maintenance as funds allow. Caton, formerly a Populist orator, now works with the State Highway Commission to build support for the amendment.
