Judge Henry C Ide named Philippine Commission member

Marquis of Salisbury Dies Reigning Peer Elevates Title to Fourth

The death of the late Marquis of Salisbury makes James Edward Herbert Gascoyne-Cecil Viscount Cranborne the fourth Marquis, ending Rochester’s MP representation. Born October 23, 1861, he studied at Eton and University College Oxford, pursued politics from age 24, held Darwen seat by five vote margin until 1892, then won unopposed for his departed constituency, served in the Devonshire militia earning the C.
