Need of aged figure at thirty dollars a month says Leonard

Austin TexasPublic Welfare Board Chairman Marvin Leonard told the Senate during its old age administration investigation that the normal need for pensioners is $30 a month unless a reason to vary exists. He said deductions include other income and gifts ignored, with relatives' aid counted only if actually received. He denied instructions to reject cases for nonfinancial reasons and noted delays from the Federal Social Security Board reinvestigations. He projected faster work with prescribed forms and no fixed cap on pensioners, citing rolls of about 121 thousand in 1939 and 1940 with 18 thousand new pensioners added that year.
