Speeding Up House Duties Gets Approval
AUSTIN The Texas House approved a constitutional amendment 66 to 52 to speed up biannual organization of the House though short of the 100 needed. If enacted, lawmakers would meet in December after November elections to elect a speaker and appoint committees before the January session, potentially shaving weeks and costs of 150 000 to 200 000 dollars. Opponents warned of confusion as terms date from election or qualification while oaths are taken at convening.
