Saving and Loan System Will Be Urged in Message
President Roosevelt will urge Congress to create a permanent federal savings and loan system and to authorize emergency refinancing of small home mortgages. A bill would authorize up to 100 million dollars in government subscriptions to form the system and a 200 million-dollar government corporation to borrow as much as two billion for refinancing small-home indebtedness. The plan uses 4 percent bonds for mortgage refinancing, guaranteeing interest but not principal.

Man Dies in Theatre Fire at Broadway Theatre
Sulphur Springs reports H. L. Carlton, motion picture operator, died after smoke inhalation from a fire in the Broadway Theatre. The blaze began in front under the screen and was confined to that area. Carlton, missing from the booth, was found unconscious on the floor and died at a hospital despite revived efforts.
