Confiscation Bill Provisions Expanded by Conference Report
The Conference Committee agreed on a strong confiscation measure for the rebellion. It enacts death for treason, frees enslaved people aiding rebels, seizes rebel property, and authorizes the President to raise and deploy African descent troops. Slaves escaping or found with rebels face varied penalties, while the President may extend mercy to prisoners. The bill also places limits on slave capture and demands oath on arms, with broader authority to govern escaped or deserted slaves. The effort to block passage failed, and Congress moved toward likely Senate approval and Presidental enforcement. Separately, Congress passed a bill to replace regimental bands with brigade bands, saving funds. A Geneva, New York, incident reports a woman stripping her rival in public.
