The governor reports a longtime running deficit and overestimated state revenues. He cites arrears from counties, unpaid taxes, and a looming year ending 1859 with a projected balance. He calls for prudent spending, tax measures, and careful handling of state bonds to restore fiscal health. He discusses banking, public instruction, asylums, and the need to reform laws to prevent future financial strain. He urges language on swamp land grants and railroad grants, stressing cautious extension or reorganization to protect state assets. He also denounces high interest lending and urges living within means to avert widespread insolvency while reaffirming stance on slavery and federal relations.
