A crowded town courtroom heard the planning and zoning commission's proposal to permit apartments in Westport. The idea won broad support yet the regulations faced sharp criticism from supporters and opponents alike. Photos by Steve Sweitzer.
More than 100 residents attended the Planning and Zoning Commission hearing on Westport’s proposed apartment regulations. P Z Chairman Julio Belaga called the session highly constructive while critics pointed to vague definitions and missed protections for the elderly. Belaga said the panel will rewrite the amendment with input from residents and the new town planner Mario Zavarella, who is due to begin work.
Rovins cites fiscal realism as he urges approval of the 11.25 million education budget for next year. He notes a 4.4 percent increase before about 90 residents, as the Finance Board reserves final action until April 9 while worrying about rising taxes and enrollment decline.
ATM member Woody Klein asks First Selectman John J. Kemish to ensure P Z C reforms keep all units for Westport citizens. Kemish backed delaying vote until a townwide master plan is drafted. Klein commends the stand and presses for explicit residency provisions in revisions.
Weston Board of Education members heard a budget recommendation of 3,600,125 for the 1973 74 school year. The proposal increases spending by 4.8 percent and was presented by Superintendent Dr Thomas Aquila.
Local autonomy was the keynote at a public hearing of the State and Urban Development Committee. Speakers urged towns to retain full control over planning and zoning as bills would create regional planning advisory powers and a new Urban Development Corporation with overriding authority.
