Officials disagree on the town garbage problem with some calling it a strategic puzzle and others a simple failure of leadership. The complex interaction of agencies is blamed for hindering government action and no single entity bears full responsibility.

School business manager William Burke reports a 16 page estimate of next year non-instructional costs totaling 780 427 up 182 445 from 597 982. Maintenance rises 48 149 60 percent and operating costs up 101 798 44 percent reflecting the largest increases.
First Selectman John Kemish refutes reports he will join the Democratic Party after winning a third term as Republican leader. Democratic chair Allen Cramer declines to comment and offers no confirmation or denial on Kemish's plans or potential party switch.
