New York Lieutenant B. W. Maynard, nicknamed the firing parson, leads the coast to coast air race from Mineola to San Francisco in 24 hours 59 minutes 48 seconds as unofficial time. Emil Kiel lands at Roosevelt Field three seconds ahead of Major Cat Spats, who finishes three minutes later.
Paris reports the supreme council has approved in principle Kolchak and Dentkine’s request to turn over war material captured by Germany to Russian forces. An inter-allied commission in Germany will supervise. The council also approved forming an international commission at Berlin to manage Russian prisoners in Germany.
Washington reports say Senate and House adopted the conference report expanding the food control act to cover clothing and containers. The act punishes hoarding and profiteering with two years imprisonment or a $5000 fine. The measure faces the president, seen as a necessary wartime weapon. The strike on November 1 is expected to cripple U S industry.
Congress completed enactment of the prohibition enforcement bill with the conference report approved by the house 321 to 7 after senate approval. A renewed bid to return it to conference to strike a section allowing state authorities to issue search warrants failed.

The body narrowly approved a resolution to petition President Wilson for the immediate release of all individuals jailed under the espionage act by 61 to 2.
Washington reports indicate President Wilson is on the road to recovery though progress remains slow and careful. Doctors Grayson and staff issue twice daily bulletins and advise strict rest in bed until relapse risk passes. The White House dismisses rumors and notes potential limited signing of bills as recovery continues.
Federal authorities in Gary Indiana report arresting an alleged bomb maker linked to a June 3 explosion at the Palmer residence in Washington. Secret service sources say the case exposes a nationwide terrorist network targeting law enforcement and a plot to assassinate Gary’s mayor. Investigations followed military takeover of Gary with 1600 soldiers and secrecy around arrests and stockade confinement.
Walter P. Miller, held on an open charge in the county jail, is linked to the Seattle death story. The centerpiece involves Mrs. Bo Elinor Miller, former wife of Portland Mayor George Baker, who drowned in Lake Washington just after noon Monday. Miller proclaims innocence.
Tokio report says the privy council has approved the peace treaty and sent it to the emperor for ratification. Ratification by the Japanese parliament has not yet occurred.
