The governor urges continued reception of Confederate notes to avoid widespread repudiation and bank withdrawals. He also proposes revising militia law to speed raising troops and expanding exemptions, praising recent battlefield successes and harvest gains while calling for unity and resolve.

A Richmond Enquirer correspondent from Chambersburg on June 23 details Gen. Jenkins' Brigade marching from Greencastle to Mercersburg and McConnelsburg, capturing horses, cattle, and prisoners, seizing two telegraph offices, and skirmishing with pursuing Confederates near Greencastle before nightfall.
