First published June 15 1907 the Wa Keeney Kansas city council approves ordinance No 110 granting Wa Keeney Telephone Company the right to erect maintain and operate poles wires and a telephone exchange in Wa Keeney for twenty five years with penalties for damaging lines and a requirement to remove obstructions within forty eight hours upon notice. It includes conditions for company acceptance in writing within thirty days and to provide a city office telephone. The ordinance also describes deposit of city funds and banking requirements for the city depository with monthly statements and penalties for noncompliance.
