Five Billion Dollar Bond Plan for Irrigation Expansion
Arthur Hooker, secretary of the National Irrigation Congress board of control, urges a memorial to Congress to issue 3 percent gold bonds worth 5 billion dollars over 100 years. The funds would reclaim swamp lands, irrigate 40 million acres, build deep waterways, highways, and conserve forests. The plan argues bonds repaid by project yields and highlights vast arable lands and potential population growth.
