Russia and Japan Agree to Investigate Clashes

An official Moscow communique says the Soviet and Japanese governments in principle agree to appoint a mixed commission to investigate clashes on the Soviet Manchukuo border. Japanese Ambassador Ota conveyed Tokyo’s offer, while Soviet official Stomontakov noted past similar proposals. The Soviet consulate at Mukden was ordered closed in connection with recent confrontations on the Outer Mongolia border.

War department appropriation bill allocates defense funds

The House passed a war department appropriation totaling about 545 million dollars for national defense. Purely military needs receive 3876,866,333 dollars, while 168,359,085 dollars are for rivers and harbors projects. An effort to restore 29,000,000 dollars for projects like the Passamaquoddy tidal power test in Maine and the Florida ship canal was blocked.
