Conferees reach agreement on a bill to set a $100 retail value duty free allowance for purchases abroad for U S tourists. The measure would take effect in October if signed by President Johnson before midnight. otherwise the old $500 wholesale limit would apply.
Oxford man T. E. Gardner died today in a Wellington hospital. He lived on a farm southwest of Oxford and was a lifelong resident. Survivors include two sons Eugene and Carrol, both of Oxford. Services 10:30 a.m. Friday at Oxford Methodist Church. Burial in Oxford cemetery. Oliver Mortuary in charge.
Jack C. Mitchell of Lawrence will become publisher of the Wellington Daily News Thursday. Richard Dawes will be general manager, joining the Mitchell Publications Inc board along with Jeanne Kincheloe Mitchell and Stanley D. Kincheloe. Stewart Newlin remains involved as adviser on the transition.
1500 Learnard Lawrence residents Mr and Mrs Newlin plan to divide time between Wellington and Lawrence. Newlin will do special writing for the 1966 KU Centennial. Their sons Jackson 15 and Jud 11, and Mitchell with his family have been in Wellington this week.
The Weather Bureau issued a severe thunderstorm forecast for parts of north central and northeastern Oklahoma, central and southern Kansas, and extreme southwestern Missouri. Expect a few severe thunderstorms with large hail and damaging winds along a line from 60 miles west of Hutchinson to 40 miles south of Joplin from 3 p.m. to 9 p.m. today.

House approves a constitutional amendment to clarify how a disabled president may be removed and restored. The plan, spurred by Kennedy's assassination, would let the vice president and Cabinet declare disability, with Congress decisive within 21 days by a two thirds vote to uphold the challenge.
