A project led by La HO. Tanag Leighton aims to convert nearly 50,000 acres of arid land into productive farmland. The plan envisions extensive irrigation and development to boost cultivation and settlement.
The Starks brothers plan a vast irrigation system spanning 17400 acres on Dead Ox Flat opposite Weiser near Malheur Butte. Eighty miles of canals and four reservoirs form a multi year project, funded by the founders with future capital, operating on a farmer ownership plan with $10 per acre shares and annual maintenance assessments. The system will feed land tributary to Weiser with a potential bridge to Snake River commerce.
Vote tallies show prohibition and Socialist party results across county and state tickets. Prohibition totals include Gipson 18 for governor and Schackley 22 for secretary of state, while Socialist listings show Candee 48 for secretary of state and Smith 46 for attorney general, with county races listing Foster 25 for state senator and Hallock 27 for first district county commissioner among others.

Low valley, 50 miles away, lies nearer to Leiser than Ontario, and a bridge over the Snake at the foot of Second street plus good roads are seen as necessary to connect the lands’ settlement and cultivation. The Starks have long and hard work behind them, and access will crown their efforts.
