The dispatch notes ongoing apprehensions over peace efforts between France, allied powers, and the American Republic. It cites Talleyrand declaring peace desires, yet reports broken negotiations and embargo actions affecting shipping in Europe and the Americas.
The Austrian Deputation asserts they opposed the plenipotentiaries with firmness yet amicably and accelerated treaty talks. They counter France’s June note, insisting on restoring Rhine navigation rights and territories to prewar state, lifting sequestration, preserving tolls, and ensuring equal treatment of all Rhine banks, while urging Vienna to present a united, energetic reply to Paris to end the conflict.
Rastadt July 19 The French plenipotentiaries press their demands on Rhine navigation toll abolishment and treaty terms. They seek immediate clarity on grants and refusals, insist on excluding Germanic Diet concessions, and propose divisions of Rhine islands and Kehl demarcations while stressing commerce needs. The Deputation is urged to confirm positions and remove uncertainty.
A fragmentary Paris report recounts Council debates and tributes with the harp of Offan, commentary on Directory duties, and a mission to United States troops. It notes Strait navigation repairs, the Lucy brig entry at Le Havre, and troops moved from Ile de France to Europe. Mentioned are L Orient and Varied European ports, Volney’s arrival, Neufhatedu ministerial appointment, and Rome’s Pope relocation to Sardinia.
