In a letter from Kidderminster dated July 29 1798 the writer argues that citizens should pay established taxes before charity. He seeks to curb habitual evasion and urges Christians to obey the law after taxes, citing biblical duties and public welfare. He warns against private thrift over public obligation and urges prudent retrenchment before charitable giving.
