L P Fisher Advertising Agent at 21 Merchants Exchange San Francisco announces rates for weekly mail subscriptions and delivery options in Reno. One year by mail costs 50 cents per month with no forwarding unless prepaid. Fisher also authorized to take advertisements for the paper.
Secretary Teller transmits a letter to the General Land Office from John P. Jones W S Rosecrans Whitman & McKee and W W Morrow regarding entries of California lands with borax and related deposits. The letter argues the 1882 circulars do not apply and directs entries under the October 31 1881 regulation with a caveat that lands must be entered only for the stated deposits and not for other purposes.

He describes violent electric storms triggering fire and hot water eruptions on the island's largest crater. Sparks flew twenty feet. he recalls earlier island agitation and a dense steam column. He suspects deep ground activity and possible sedge making.
Senator-elect Thomas M. Bowen of Colorado, an Iowa native born in Henry County, was elected to the Legislature from Wayne and Henry District in 1856 at age 21. He later served in the army, practiced as a judge in Arkansas, and gave a famed humorous speech at the opening of a long railroad project noted for shifting rails to cover 300 miles, with land grants tied to each ten miles completed.
At the request of the Society for the Prevention of Cruelty to Children a nolle prosequi was entered on Thursday in the twenty four indictments remaining against Reverend Edward Crowley who has served a term in the Penitentiary and paid a fine after being convicted of cruel treatment of a child in the Shepherd Fold where he was manager.
The friends of Fitz John Porter show little hope of passage as opposition is as strong in the House as it was in the Senate.

Senator Hobart praised Bell as honest and capable, noting his long trusted service with the Western Union and pledging humane, economical, businesslike prison management. Garrard, retiring after four years, was lauded for honesty and efficiency, with Bell succeeding him in a smooth transition.
