He says he will not bow to district dictates, will rely more on his judgment and trusted appointees, and directs members to seek Cabinet help for lower posts. The San Francisco Chronicle favors rail nationalization as cheaper than private lines.
The San Francisco Bulletin reports temporary Congressional drop of National Bank system continuance. Bank charters expire in two to three years and new banks grow nationwide including Richfield Springs New York with 50000 capital and Valley City North Dakota with 50000 capital. Representative Flower slated to manage Democratic Executive Committee. Rosecrans to chair and delegate canvass to Flower. Railroad Gazette records 214 miles of new railroad, 25 miles this year, 427 in 1882, 733 in 1880, 204 in 1879.
