Our Merchant Marine Calls For Old Navigation Laws Reform
Washington Nov 23 The annual report of Eugene F Chamberlain head of the bureau of navigation says our merchant fleet remained nearly unchanged on June 30 with 23 240 vessels totaling 4 635 960 tons A 50 000 ton decline since 1894 is blamed on two summers of inactivity and shipyard output surpassing 1894 The report urges repeal of 18th century navigation laws as relics of King George III noting other nations and American railroads have shed burdensome laws The free ship bill is re urged as ships cannot be bought or sailed freely under the American flag The Kiel naval visit is compared with the small number of American merchant vessels overseas and the need to bolster a large merchant marine for naval strength The piece quotes Capt Lanahan on the necessity of a robust merchant fleet for a navy
