A Sun dispatch from Havana reports Gen Calixto Garcia's Cuban forces crushed Gen Vera del Rey's 2000 men near Manzanillo on February 26. Over 1000 Spanish dead, cannon and ammunition captured, Spanish retreat amid river crossing chaos and wrecked convoy. Garcia and Col Mario Menocal masterminded decisive actions.
President McKinley issues official proclamation directing the United States Congress to convene in extra session at noon on March 16 1897 in Washington. The proclamation note is attested by new Secretary of State John Sherman and dated March 6 1897, the 121st year of independence.
