Washington January 7 1896 Secretary Carlisle prepared a notice announcing sealed proposals to purchase 100 million dollars of United States four per cent coupon or registered bonds at the Treasury Washington and at subtreasuries across the country. Bids must specify denomination coupon or registered payment place and can be paid in installments with 20 percent due on acceptance and 20 percent at ten day intervals. Bonds dated February 1 1895 payable thirty years hence bear four per cent interest quarterly in coin with coupons maturing before February 1 1896 detached for payment in gold.
