John Dickson and Frank Martin were arrested at Ospar and taken to Springfield charged with opening a sack of mail and destroying part of its contents. The foreigners say they are unfamiliar with local laws. They found the sack on the depot platform of the Wabash near Decatur and burned the contents to keep warm. Fire discovered in the basement of the Missouri capitol in Jefferson City at two pm Thursday. Workmen in the building fought the blaze, burning some land department records in the secretary of state’s office. Loss to the building is slight.
