A bill drafted by the Illinois Humane Society proposes corporal punishment by whipping for wife beating and related offenses. It allows up to 20 lashes for wife beating, up to 60 for burglary or similar crimes, to be administered privately by sheriffs or deputies with the viewing limited to officers and doctors.
