In Madison Wisconsin the initiative and referendum are debated as a two edged sword by Irma Hochstein and Al Hochstein of the state legislative reference library. The Wisconsin Women’s Progressive Solution discusses endorsing the measure for the 1923 legislative program with a state conference planned in January. Hochstein warns elections on such measures are driven by overwhelming propaganda resources. A 1921 attempt by Senator Henry Tuber to submit a constitutional amendment for initiative and referendum failed 16 to 14 after Senate passage. Senator Teiler is expected to reintroduce a similar resolution next spring. The people vote on amendments though not to influence immediate government decisions. Since 1897 debate has persisted with 16 resolutions proposed. in 1914 a referendum failed 484,934 to 145,536. Any new measure must pass two legislatures before a public vote.
