In France Emperor William II allegedly offered 390 marks and three weeks’ leave to the first German who captures an American. A British dispatch said the prize included the Iron Cross and 400 marks for the first American dead or alive. A captured Prussian sergeant’s diary confirmed the offer. Flint, Sept. 18. George St. Maines, who offered $100 for the first American to capture a German, passed a surgical exam for the draft and has a wife and child. Maines previously wrote a book praising Germany and used proceeds to buy American flags.
