Government pawn loans rise on art and jewelry

The report notes 609,000 loans on 910,118 artworks with more than 7,000,000 tied up in jewelry or art objects. It attributes this to prosperity expanding access to capital via government pawnbrokers, as small businesses seek security for loans.
