Waterloo surpasses goals in the liberty loan campaign with about 57,000 raised by 9 am and a grand total of 4,533,400 pledged. Banks stay open after hours as buyers prepare to push past the final target, aided by factory workers and women volunteers in a citywide effort.
Berlin reports Austro German forces claim 60,000 Italian prisoners and 450 guns seized in a major offensive. Stol ridge and Mount Matajur captured, threatening the Isonzo line. Cross-border moves aim toward the plains near Judiio as Italian defenses retreat to former frontiers under Cadorna.
A Waterloo dispute over a streetcar franchise prompts attorney W W Woolley to draft an injunction to stop circulating petitions or a special election. The case links a city ordinance banning one man cars to a proposed franchise proviso that would permit them, arguing they conflict and render any vote invalid. One trained veteran, Charles Phillips, recalls service in 1909 to 1972 and Philippine duties. Burnett is noted as a famous colored ball player.

Ella Geary a 21 year old victim of an April 8 1915 acid attack testified in the trial of Carrie Migerty 44 charged as the woman in black who threw the acid. Geary identified Migerty as the assailant and described facial injuries including loss of sight in one eye. The courtroom was crowded and the case may last two to three weeks. The state cites jealousy over a man as the motive.
Washington October 27 with the second liberty loan drive near its end two million workers pressed on to lift the subscription total beyond five billion dollars. Officials said substantial farmer participation and renewed rural reports indicated strong gains as sales of four point four billion still showed large room to run. Federal Reserve banks reported subscriptions of over two trillion seven hundred fifty billion dollars. In Chicago on the drive’s last day the city was forty four point six million short of its share of one hundred eighty million and the seventh district was short two hundred fifty six million of its seven hundred million quota.
Washington Oct 27 The fuel administration released new coal price scales for Michigan with Run of fine 3.15 a ton prepared sizes 4.60 slack 2.20 and announced price changes in Montana Arkansas Iowa and Missouri. Changes raise prepared sizes and lower slack or screenings in some areas. Missouri and Montana also adjust run of mine and other categories. A future announcement is anticipated for central territory prices based on Garfield recommendations to President Wilson.
American troops join French in first line trenches on the quiet French front near a German trench, amid rain and mud. The sector remains under French control with joint artillery duels and a celebratory field luncheon marking the first contact with the enemy. The Associated Press reports the scene from within a shell wrecked village as troops march through in heavy rain.
