Iowa Guards Penalized in Defense Fund Distribution
Washington dispatch reports that Secretary Baker apportioned 1917 national guard funds by muster strength on August 29, favoring states with fewer troops not yet federalized. Iowa received only 3886 of 2 million, while New York, Massachusetts, Ohio and New Jersey saw larger shares. Illinois about 100,000. The decision disfavors Iowa whose guards were mostly in federal service, potential appeal to Congress discussed alongside remaining 1 million in unspent funds.
