Dubuque Iowa October 28 1927 state agriculture secretary Mark G Thornburg told the town Retail Grocers association that independents can succeed by modernizing their stores practicing sanitation offering quality goods at fair prices and using cooperative buying and advertising He noted cooperation among independents as a key factor and traced Iowa food inspection back to 1886 describing reforms to pure food laws and the growth of the state department of agriculture which returns funds to the treasury and supports a high level poultry and egg industry producing 72.1 million in revenue last year
