Independent Bloc Debenture Plan Joins Tariff Bill
The Independent Bloc proposes debentures as part of a tariff bill, with three hours of Senate debate and 20 minute speeches. President Hoover opposes the plan. The measure was twice attached to farm relief in the Senate but eliminated after House opposition. The scheme would issue government debentures to exporters equal to half the tariff value, aiming to stabilize prices and curb overproduction. Norris plan mirrors this but pays debentures to the Federal Farm Board for surplus crop stabilization.
