Davenport Iowa July 16 AP Justice Merle Wells upholds a ruling fining driver Clare Jance Carr of Cedar Rapids and Town City Raily Co. $5 plus costs for traveling 46 miles an hour. Carr was arrested Sept. 25 by County Traffic Officer W H Korti outside Davenport city limits. The motor bus carried 24 passengers and weighed over six tons. Under Iowa code section 6029 motor vehicles with pneumatic tires face restrictions on speed and operation.
