John J. Kirby of the National Retail Merchants association argues that Stevens price maintenance would curb property rights and strip merchants of control over pricing. He warns it would force retailers to act as mere manufacturers agents, harming competition and price flexibility amid weather, styles, and market shifts. He condemns coupon and profit sharing schemes as unsound, noting potential large-scale losses in such plans.
