C Year Mandate For Armenia Plan Of Up Delegates
American delegates to the Phil Armenian league presented memorandum at the Armenian league congress in Geneva proposing a League of Nations mandate with a 20 year term, extended by five years, to govern Armenia. It urges Armenian sovereignty rests with the people, with the mandatory handling foreign policy and security, and insists laws apply to all residents. The draft calls for a single Armenian administration, no commercial privileges, and inclusion of current Armenian areas plus districts that may join later.
