Model City Charter Ends Debate At National Municipal League
Discussion on a proposed model city charter dominated the league meeting in Dayton. Committee chair William Dudley Foulke led a two year effort detailing a nonpartisan city council, a city manager with broad powers, recall and referendum provisions, and a budget and utility framework supporting municipal ownership where needed. The charter allows seven to twenty five council members, at large elections, and a legal framework for diversions to resolve state constitutional barriers.
