Iowa Tax Bill Aims at New Board and Income Tax
Des Moines reports the Iowa legislature’s tax committee has drafted three measures: a state board of assessment and review, a two year budget control bill for counties and state, and a graded income tax with exemptions. John E. Brindley of Iowa State College aids the drafting as experts claim savings from similar laws in other states. The plan envisions appointing a 99-person county assessor staff replacing local township assessors and aims to cut administration costs and broaden appeal avenues for objections to public projects. The proposed income tax starts at 1 percent on incomes under certain thresholds and higher rates with exemptions, while reducing the current overall tax burden from about seven mills to an estimated two. The committee notes Iowa’s tax take surpassed 100 million dollars for the first time this year, with total tax receipts including federal taxes and licenses approaching 160 million, amid rising indebtedness and bond issuance.
