Manager Plan of City Government Discussed at Club
Judge John W. Gwynne outlined the city manager form at the Fortnightly Club. He noted ten Iowa cities use the plan with managers appointed by councils, independent of party and residency. He cited Ames, Bettendorf, Clarinda, Iowa Falls, Manchester, Maquoketa, Mt. Pleasant, Red Oak, Villisca, West Liberty, plus Dubuque Webster City and Mason City with popular election in some cases. He said managers come from engineering, supervise all city departments, and that honesty in citizens determines government effectiveness. He linked Hoover’s election to preference for administrative leadership.
