Des Moines officials study the budget law, expecting hundreds of thousands in savings. If Fourth Street or other improvements go to grade, contractors must match contract specifics and require budget director approval for payment.
The director can hear objections and recommend findings to the city council. After contract completion five citizens may request a review to verify provisions. If breaches are found the council may claim the contractor’s bond for specific performance. Henry Eskridge suffered three knife wounds in the incident.
