Gibson Defines How Iowa May Save Federal Highway Aid
Iowa Attorney General Ben Gibson states the Iowa Highway Commission must have direct control of the primary road system and sufficient funds for maintenance and construction to preserve federal aid. He warns that any amendment failing to vest direct control with the commission would not satisfy federal requirements and could end federal aid after 1926.
