Des Moines March 28 The state board of conservation may be re formed with a governor appointed five member board and a secretary from the state executive council The bill would split duties between the board and the council reducing the conservation board budget from 100000 to 25000 and placing the secretary of the executive council as board secretary The measure faced opposition over political power shifts and retrenchment plans and was indefinitely postponed in the House The senate previously passed the long and short haul bill to let the railroad commission fix rates to aid long haul carriers and oppose short haul roads
