Budget Plan and Prison Pacts Heard by Iowa Board
Iowa lawmakers held two hearings on prison labor and budget rules. The Board of Control cancelled contracts with Reliance Manufacturing for prison-made shirts and aprons and the committee discussed authorizing outside contracts or expanding state factory work. Witnesses included Senator McCall, J. C. Jewls, and various advocates arguing over legality, competitiveness, and the need to keep prisoners profitably employed, along with debates on Polk county budget provisions and home rule concerns.
