Budget Boost Recommended by Appropriations Committee
Des Moines March 23 A net increase of about 240060 in appropriations over 31065446.68 in the budget bill for the Forty third general assembly was recommended to the Iowa Senate today by the appropriations committee. The two year total would reach about 31300000, roughly 1555000 above the current two year period. The committee report urged increases of 473800 for various departments and cut 292580 from other recommendations. The single largest proposed addition would fund a 150000 cell block at Anamosa reformatory to reduce overcrowding. The senate plans to take up the measure Monday with a projected week to finish. the house likely to follow with its own recommendations. A subcommittee began drafting a tentative sales tax measure to fund the increases, with possible luxury taxes as alternatives. The proposal suggested a 0.1 percent tax on sales over 10000, expected to raise about 13500000 annually, and debates loomed on abolishing the state property tax if such reforms pass. Officers proposed numerous adjustments including a 100000 boost for Parks Board maintenance, 20000 extra road funds for state schools, 20000 for the executive council contingent fund, 6800 for the geological survey, 5900 for health, 4000 for the historical society, 10000 for mining camp school aid, 10850 for commerce counsel, 10500 for an additional supreme court judge and secretary, and 55000 for a Glenwood school store room and dormitory work.

Seed Oats and Barley Germination Warn Poor This Section
Seed oats and barley in this section are likely to be scarce due to germination failures. Hudson seed tester BRS Strayer reports most samples below 60 percent germination, with only two of 30 oats at 95 to 100 percent. He advises heavier seeding to offset dead kernels and notes oats from Aug 13 to 17 threshing yielded the best germination.
