Wildlife Refuge Bill Sparks Interstate Debate in Congress
A bill to grant the federal government title to part of the Upper Mississippi wildlife refuge in Iowa was introduced by Senate fish and game committees. Congress allocated 1.5 million dollars to create the reserve stretching 300 miles from Rock Island to Lake Pepin. Wisconsin Governor Blaine opposes surrendering sovereignty over the Wisconsin segment. Proponents argue federal administration would improve enforcement and protect fish and game.
